The Secretary of Education is hereby authorized to contract for the services of such persons, other than those permanently employed, as may from time to time be necessary to carry out the provisions of §§ 41—46 of this title, for the preparation of questionnaires and courses of study, in the holding and supervising of examinations or in any other capacity; Provided, That when such persons receive a salary from the Government of Puerto Rico, they may receive additional compensation for such work as they may do.
