P.R. Laws tit. 18, § 499
The School of Industrial Arts shall continue being subject in its operation to the same limitations and controls to which it was subject while a part of the University of Puerto Rico, with the following modifications:
(a) Budget.— The annual budget of expenses of the School shall be included in the annual budget of the Department of Education and shall be submitted to the Legislature through the Office of the Governor.
(b) Purchases.— The School shall purchase through the Service Office of the Government of Puerto Rico its equipment and materials and all that may be necessary to carry out its functions.
(c) Transportation.— The acquisition, use, maintenance, and sale of, and everything related to, the motor vehicles of the School, shall be subjected to the control and the authority of the Transportation Office of the Commonwealth Government.
