The Secretary of Education shall issue the proper certificate to a candidate who meets the qualifications prescribed in §§ 260 et seq. of this title and in the regulations, which certificate shall be valid for the purpose and during the period for which it is issued. A certificate shall be originally issued for a period of six (6) years, upon expiration of which it may be renewed for one or more periods of six (6) years to candidates meeting the requirements fixed by law and by the regulations.
