In all cases, the competent authority shall immediately ascertain the safety and well-being of minors, as well as each and every one of their rights. It shall verify:
(1) Their physical and psychological health.
(2) Their nutritional condition and vaccination status.
(3) The location of the family of origin.
(4) The study of the family environment and the identification of protective and risk factors to ensure the minors” rights.
(5) Their engagement in the health system.
(6) Their engagement in the school system.
An express statement shall be prepared regarding the foregoing, which shall serve as a basis to define the appropriate measures for reinstating the minors” rights. If the competent authority becomes aware of the possible commission of a crime, it shall report the same to law enforcement authorities.
