Section 41-3410 - ISSUANCE OR REFUSAL OF CERTIFICATE OF AUTHORITY
(1) If after the application for certificate of authority is completed the director finds that the applicant is fully qualified for a certificate of authority in accordance with the provisions of this chapter, and that the service agreements, subscriber's contracts, and schedule of rates are in compliance with the applicable provisions of this chapter, he shall issue to the applicant a certificate of authority as a professional service corporation.
(2) If the director does not so find, he shall refuse to issue a certificate of authority and shall give the applicant written notice thereof setting forth the particulars of the reasons for such refusal.
(3) The director shall either issue or refuse to issue the certificate of authority within a reasonable time after the filing and completion of application therefor.
