Haw. Rev. Stat. § 453D-5

Except as specifically provided in this chapter, no person shall engage in the practice of mental health counseling or use the title of "licensed mental health counselor" , "mental health counselor", "licensed associate mental health counselor", or "associate mental health counselor" without a valid license issued under this chapter. Any person who violates this section shall be subject to a fine of no more than $1,000 for each separate offense. Each day of each violation shall constitute a separate offense. Any action taken to impose or collect the fine imposed under this section shall be a civil action.
