Section NEW-11 - Rules

The department shall adopt rules pursuant to chapter 91 to effectuate the purposes of this chapter; provided that the department may adopt interim rules to carry out the purposes of this chapter without regard to chapter 91 or 201M; provided further that:

(1) The department shall hold at least one public hearing before the adoption of the interim rules; and

(2) The interim rules shall be effective for not more than two years after adoption.
