Section 4-56a - Procedures re activity and institutional welfare funds not to constitute regulations

Procedures prescribed pursuant to sections 4-53, 4-56 and 4-57a shall not be deemed to constitute state regulations within the meaning of subdivision (16) of section 4-166.
