Sections 12-242 kk to 12-242nn, inclusive, shall be the exclusive remedy for resolving any dispute concerning the sufficiency of compensation for the takings with respect to affected state obligations pursuant to section 12-242gg. In no event shall any owner be awarded costs, including attorney's fees and expert and appraisal fees, for any action taken pursuant to sections 12-242 gg to 12-242nn, inclusive.
