There is established a state-wide system of technical education and career schools to be known as the Technical Education and Career System. The Technical Education and Career System shall offer (1) fulltime comprehensive secondary education at technical high schools located throughout the state, and (2) part-time, evening and extracurricular programs in vocational, technical, technological and postsecondary education and training.
