The governing body of any city, town or village in this state, may adopt ordinances or local laws making it unlawful for any person, firm or corporation to install or cause to be installed, or to alter, repair or maintain any portable electrical equipment connected to fifty or more volts of electrical power, which equipment is intended for use by the public, either as an amusement device or a vending machine, unless such equipment shall be so installed that all exposed metal or other conducting surfaces and parts are effectively grounded in a manner approved by existing electrical installation codes. Provisions shall be made in such ordinances or local laws for punishment of violations thereof.
