For the benefit of the county of Westchester and the inhabitants thereof, an industrial development agency, to be known as the COUNTY OF WESTCHESTER INDUSTRIAL DEVELOPMENT AGENCY, is hereby established for the accomplishment of any or all of the purposes specified in title one of article eighteen-A of this chapter. It shall constitute a body corporate and politic, and be perpetual in duration. It shall have the powers and duties now or hereafter conferred by title one of article eighteen-A of this chapter upon industrial development agencies and provided that the exercise of the powers by such agency with respect to the acquisition of real property whether by purchase, condemnation or otherwise, shall be limited to the corporate limits of the county of Westchester and such agency shall take into consideration the local zoning and planning regulations as well as regional and local land use plans. The agency shall not use its funds to commence any project unless (i) at least thirty days' prior notice of such project shall have been given to each local municipality in which a part or parts of the project is, or is to be, located and (ii) no objection, by resolution of the governing body of such municipality, shall have been made and delivered to the agency within such thirty days. Notwithstanding the provisions of the next preceding sentence, in the case of a project which is, or is to be, located within a village within the county of Westchester, notice to such village shall be sufficient as to any part or parts of the project within the village and no other notice shall be required to be given to any other municipality in which such village is located with respect thereto. It shall be organized in a manner prescribed by and be subject to the provisions of title one of article eighteen-A of this chapter and shall consist of seven members. Its members shall be appointed by the chief executive officer of the county of Westchester, subject to confirmation by its governing body. The agency, its members, officers and employees, and its operations and activities shall in all respects be governed by the provisions of title one of article eighteen-A of this chapter.
