N.Y. City of Troy Issuance of Serial Bonds Law § 3
The state comptroller shall not confirm the amount of any deficit unless and until the chief executive officer, as such term is defined in paragraph 5-a of section 200 of the local finance law, of the city of Troy, shall have provided an independently-audited financial statement for the applicable year for which the associated deficit is being financed to the state comptroller. The state comptroller shall then certify the deficit amount and notify such chief executive officer, chief fiscal officer, the city council, the supervisory board as established pursuant to section ten of this act, the director of the budget, the chair of the senate finance committee, and the chair of the assembly ways and means committee of the certified amount.
