The board of trustees shall have power to do all things necessary or convenient in conducting and developing the enterprise, including but not limited to the following powers:
(1) To adopt and amend bylaws for the management and regulation of its affairs and the enterprise in which it is engaged;(2) To use, with the consent of the municipality, the agents, employees or facilities of such municipality and to provide for payment of the agreed proportion of the cost therefor;(3) To appoint officers, agents and employees and to fix their compensation;(4) To inquire into any matter relating to the affairs of the authority, to compel by subpoena the attendance of witnesses and the production of books and papers material to any such inquiry, to administer oaths to witnesses and to examine witnesses and such books and papers;(5) To appoint an advisory board to assist in the formation of proper policies in respect of the enterprise; and,(6) To execute instruments.Ala.
