Within 30 days after the establishment of the boundaries of the district, the board of supervisors shall, by order, call an election to be held in the proposed district for the purpose of determining whether or not the district shall be formed.
The order shall:
(a) Fix the day of the election, which shall be within 60 days after the date of the order.(b) Show the boundaries of the proposed district.(c) State that at the election one member of the commission will be voted for.This order shall be entered in the minutes of the board and shall be conclusive evidence of:
(a) The due presentation of a proper petition.(b) The fact that each of the petitioners was, at the time of the signing and presentation of the petition, a freeholder owning land within the proposed district.(c) The fact that all other steps preliminary to the making of the order, including the hearing of the petition and establishment of the boundaries of the district, have been properly taken.Ca.
