All claimants and all respondents shall execute and sign an agreement to arbitrate, either on "Court Administrator Form No. 2" or in a manner otherwise acceptable to the Administrator. Any agreement must include a statement by all parties that no claims or cross-claims in arbitration will be filed against individuals or entities not signing the agreement. The agreement must recognize that once a claim has been filed no party may withdraw from arbitration nor may the claim be withdrawn without written consent of all the other parties. Finally, the agreement must provide that before any party may sue another party on any of the asserted claims, either one or more of the parties to the suit must have withdrawn from arbitration or the claim must have been withdrawn from arbitration.
