Rule 2 - Commencement of Proceedings(a) Commencement by Filing; Fee. A small claims action is commenced by filing a statement of claim with the court on a form to be provided by the court and by payment to the clerk of a filing fee specified in the Court Fee Schedule. (b) Waiver of Fees. The plaintiff may file an in forma pauperis application for waiver of the filing and service fees.
