Rule OP 1 - Scope and Purpose(a) These procedures are published by the Supreme Judicial Court as suggested guidelines for its Advisory Committees to follow in aiding the Court in discharging its rulemaking responsibilities. (b) These procedures shall apply to all amendments of existing rules and all proposed rules recommended by the Advisory Committee on Civil Rules, the Advisory Committee on Criminal Rules, the Advisory Committee on Rules of Evidence, the Advisory Committee on Probate Rules, the Advisory Committee on Professional Responsibility, and the Board of Overseers of the Bar, which shall serve as an Advisory Committee on the Maine Bar Rules other than Rule 3 "Code of Professional Responsibility." (c) These procedures may be modified or dispensed with, in whole or in part, by order of the Supreme Judicial Court. An order of the Court, promulgating any rule or amendment shall constitute an order modifying or dispensing with these procedures to the extent, if any, they have not been complied with in respect to that proposal. (d) Nothing herein contained restricts the authority of the Supreme Judicial Court to promulgate rules or amendments to rules without the participation of any Advisory Committee. Me. R. Mak'g Opp. P.
