Rule 3 - Commission Secretary

The commission shall choose one of its membersas secretary. It shall be the duty of the secretary toprepare and keep the minutes of all meetings. In thesecretary's absence, the commission shall choose amember to be acting secretary. The duties may bedelegated to a staff member.
