At closing, the loan proceeds shall be deposited in an escrow account to be disbursed solely for the approved loan purposes. The applicant shall pay the costs of the escrow account. If the escrow account is interest bearing, interest earned shall be credited to the applicant. Applicant shall submit all requests for payment on a form provided by the Council Staff or contractor, with supporting documentation. The Council Staff or contractor shall approve or disapprove pay requests in whole or in part within 5 working days and notify escrow bank of the amount to be disbursed to the applicant. Escrow deposits over $100,000 shall be secured with securities or other assets owned by the bank and acceptable to the applicant and the Council.
