Section Trans 155.04 - Who is designated to perform the certification of a vehicle identification numberThe following persons are authorized to perform the inspection of a vehicle identification number:
(1) An employee or agent of a law enforcement agency who is authorized to perform inspections.(2) An employee or agent of any state department of transportation who is authorized to perform inspections.(3) An employee or agent of a licensed motor vehicle dealer who is authorized to perform inspections when the vehicle is in the possession of the motor vehicle dealer and is offered for sale by the motor vehicle dealer.(4) An employee or agent of a financial institution which is the lienholder of the vehicle who is authorized to perform inspections.(5) A registered owner of the vehicle, as shown on title or registration issued by the previous jurisdiction, when ownership of the vehicle has not changed within 90 days.Wis.
