Section PI 34.048 - Early childhood special education(1) AUTHORIZATION. A license under this section authorizes an individual to provide special education services to pupils from birth to grade 3.(2) ELIGIBILITY. The state superintendent may issue an early childhood special education license under this section if the applicant meets all of the following requirements: (a) The applicant completed an approved program in early childhood special education.(b) The applicant successfully met the assessment requirements in s.
