The commission shall notify each employer classified or reclassified as a focus program employer, target program employer, or tier three employer under the provisions of this rule by certified mail addressed to the employer at the employer's last known residence or place of business: Provided, That, if an employer is represented by an attorney or other representative, then notice to the attorney or other representative shall be sufficient notice to the party so represented.
