Section 480-70-336 - Tariffs, free and reduced rates(1) A company wishing to provide service at free and reduced rates under the provisions of RCW 81.28.080, must first publish those rates in its filed tariff.(2) A company may publish free and reduced rates for collection services provided: (a) To the United States, state, county, and municipal governments or municipal corporations;(b) For charitable purposes; or(c) To specific customer classes, as approved by the commission.(3) If a company chooses to provide service at free or reduced rates, the company must publish in its tariff:(a) The name of the customer or a detailed description of a customer class;(b) The service provided; and(c) The applicable rate(s), amount of reduction (such as, twenty percent), or if free, "$0.00" or "no charge."(4) The company's owners or stockholders are responsible for the revenue not collected by providing service at free or reduced rates. Ratepayers will not subsidize the revenue a company donates by providing service at free and reduced rates.Wash. Admin. Code § 480-70-336
