Section 296-78-71009 - Stairways and ladders(1) Stairways must be used in preference over ladders wherever possible. Stairways or ladders, whichever is used, must be constructed and maintained in accordance with the provisions of WAC 296-24-75009 through 296-24-81013, WAC 296-800-250 and chapter 296-876 WAC, Ladders, portable and fixed.(2) Doors must not open directly on a flight of stairs.(3) Permanent ladders must be fastened securely at both the top and the bottom.(4) Portable ladders must not be used upon footing other than a suitable type.(5) Hooks or other means of securing portable ladders when in use must be provided.(6) Portable ladders must not be used for oiling machinery which is in motion.Wash.
