The department shall, at a minimum, consider the following to assign points, and rate and rank proposed projects:
(1) Criteria for risk categories and points based on:(a) Type and significance of public health problems the project will resolve;(b) If the project is needed to bring the public water system into compliance with federal, state, and local drinking water requirements; and(c) Current compliance status.(2) Additional points based on the type of project being pro-posed if the project: (a) Is ready to proceed to construction;(b) Completes projects previously funded by DWARF grants or loans;(c) Is to consolidate or restructure multiple public water systems;(d) Creates a sustainable regional public health benefit;(e) Is a water main replacement project that coincides with other infrastructure projects;(f) Qualifies as a green project; or(g) Serves a disadvantaged community.Wash.
