Section 173-187-230 - Phase-in schedule for vessels and facilities(1) Within nine months of the rule effective date, owners and operators of existing Class 1 facilities must submit an application to request a Washington COFR.(2) Within 15 months of the rule effective date, owners and operators of existing Class 2 and 3 facilities must submit an application to request a Washington COFR.(3) Within 21 months of the rule effective date, owners and operators of vessels regulated by this rule must submit an application to request a Washington COFR or be verified as a member of a P&I club.Wash.
