No vehicle, except for emergency vehicles, shall be operated on the campus at a speed in excess of the posted speed limit, or such slower speed as is reasonable and prudent under the circumstances. No vehicle of any type shall at any time use the campus parking lots for testing, racing, or other unauthorized activities. Exception may be granted by the vice-president for administrative services.
