Section R907-66-12 - Notice to Proceed The Department will not pay for any work:
(1) the Department has not authorized in writing;(2) the Consultant performs before the Department has an effective, fully executed contract with the Consultant; or(3) the Consultant performs before the Department authorizes the Consultant to begin work by issuing a notice to proceed or similar writing.Utah Admin.
