Section 28.103 - Permit Eligibility(a) Registration requirements. To be eligible for a permit under this subchapter: (1) a vehicle or combination of vehicles must be registered under Transportation Code, Chapter 502; and(2) the owner of the vehicle or combination of vehicles must be registered as a motor carrier under Transportation Code, Chapter 643 or 645.(b) Prohibition for unpaid penalties. The authority may not issue a permit under this subchapter:(1) to a person or company that is prohibited under Transportation Code, § 623.271 from being issued a permit; or(2) for a vehicle that is prohibited under Transportation Code, § 623.271 from being issued a permit.43 Tex.
