Section 375.105 - Certificate of Approval and Project Completion(a) Purpose. A Certificate of Approval (certificate) shall be issued by the executive administrator upon the completion of all work under each prime construction contract.(b) Final prime construction contract. A certificate shall be issued at the completion of all work under the final prime construction contract. This certificate will be transmitted to the Applicant as well as a statement that the project is complete and that the Board's inspection process is complete.31 Tex. Admin. Code § 375.105
