Section 321.51 - DefinitionsThe following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise.
(1) Meat processing operation--A plant, facility, establishment, or enterprise in the business of slaughtering cattle, sheep, swine, goats, horses, mules, equines, poultry, domesticated rabbits, or domesticated game birds or in the business of canning, salting, packing, or rendering carcasses or parts of carcasses of these species for sale as human or animal food.(2) Wastewater--Water that is routed to drains or sewers associated with a meat processing operation, including, but not limited to, process water, wash water, and drainage from livestock unloading areas and holding pens and/or poultry unloading areas; provided, however, that nothing in the definition shall be interpreted as requiring the construction of drainage systems for essentially uncontaminated areas, such as areas used solely as parking lot areas where trucks transporting such livestock and/or poultry may be parked prior to entering unloading areas.(3) Water in the state--Groundwater, percolating or otherwise, lakes, bays, ponds, impounding reservoirs, springs, rivers, streams, creeks, estuaries, marshes, inlets, canals, and the Gulf of Mexico within the territorial limits of the State of Texas, and all other bodies of surface water, natural or artificial, inland or coastal, fresh or salt, navigable or non-navigable, and including the beds and banks of all watercourses and bodies of surface water that are wholly or partially within or bordering the state or within the jurisdiction of the state.30 Tex.
