Section 391.103 - Authority(a) This chapter implements the procurement authority delegated to HHSC and each health and human services agency pursuant to Texas Government Code § RSA 2155.144 for the purchase of certain goods and services, and establishes special contracting methods, protest procedures, contract claim procedures, vendor responsibilities, and contract monitoring standards.(b) If a federal law or regulation imposes different requirements than this chapter, as a condition of the receipt of federal funds, HHSC will follow the federal requirements to the extent of any conflict with this chapter and document the procurement file accordingly.1 Tex.
