Any applicant who does not meet the mandatory requirements for a position may be certified to the appointing authority if the applicant will meet the requirements within the 120 days immediately following the closure date for receipt of applications. The commissioner may extend the time for an applicant to complete further requirements beyond 120 days if the appointing authority requests an extension and the authority justifies the request for the extension of time.
