(a) Client records shall be kept locked when unattended.(b) The client or responsible party, or both, shall, except as set forth in subsection (c), have access to the client's own records and to information in the records.(c) When in the opinion of the center administrator, providing access to the client, the responsible party or other parties would be potentially harmful to the health, safety or welfare of the client, centers may deny access. Centers shall address these situations in accordance with § 11.16 (relating to reporting of unusual incidents).(d) A representative of the Long-Term Care Ombudsman Program shall be allowed immediate access to client records.
