Section 3130.88 - Children's grievances(a) The county agency shall develop and implement a written policy and procedure governing the filing of a grievance by children placed in the foster homes and child care facilities that it operates.(b) The grievance procedure shall be written in a clearly understandable fashion and shall be designed so that children may file grievances without fear of retaliation.(c) The procedure shall be explained to a child as soon as the child is placed in the foster home or child care facility.(d) Notation shall be made in a child's record that the agency's grievance procedure was explained to the child.(e) The grievance procedure shall be explained to children who can be reasonably expected to understand it, as determined by the county agency.The provisions of this §3130.88 adopted January 23, 1987, effective 1/24/1988, 17 Pa.B. 392.The provisions of this §3130.88 issued under Articles II, VII, IX and X of the Public Welfare Code (62 P.
