Section 5.23 - Joinder of formal complaints(a) Two or more complainants may join in one complaint if they are complaining against the same respondent, and if the subject matter and relief sought is substantially the same.(b) Subsection (a) supersedes 1 Pa. Code §35.11 (relating to joinder of formal complaints).The provisions of this §5.23 adopted October 12, 1984, effective 1/1/1985, 14 Pa.B. 3819. This section cited in 52 Pa.
