Okla. Admin. Code § 1:1960-14
By virtue of the authority vested in by law, it is hereby ordered that the State of Oklahoma, Department of Highways be placed under the Merit system of personnel administration prescribed by the Merit System of Personnel Administration Act, (74 O.S. Supp. 1959 § § 801-819 inclusive), and the Rules and Regulations promulgated thereunder by the State Personnel Board.
It is further ordered that the following personnel be exempt from this order: Director; Chief Engineer; Assistant Chief Engineer; Chief Counsel; Specialist-Legislative Services; Cooperative Engineering Trainee Program; Professional Trainees - summer employment only.
