After disturbed areas have been regraded and stabilized in accordance with statutes and rules of the public service commission, the permittee shall monitor surface water flow. These data shall provide a basis for approval by the commission for removal of flow control systems. The state engineer shall determine the nature of data, frequency of collection, and reporting requirements.
