Each municipal lockup shall have a key control system that includes the following elements:
(1) a key control center that is secure and inaccessible to unauthorized persons at all times;(2) a set of duplicate keys to be stored in a safe place that is inaccessible to unauthorized persons at all times;(3) an accounting procedure for issuing and returning keys; and(4) a system of keys and matching locks that are color-coded and marked for identification by touch.10A N.C.
