This Subchapter may be changed or amended by a majority of the commission at a regular or a special meeting. An order or directive issued by the commission may likewise be changed or amended or overruled at a regular or special meeting of the commission. The commission may adopt new rules and regulations, make exceptions or waive any rule or regulation in individual instances if in the judgment of the commission it may be deemed advisable. However, such action shall not be deemed a precedent nor a waiver by the commission of any rule or regulation involving the same or a similar situation which may occur in the future.
