(a) In order to promote the safety, security, and good order of all secure facilities, the Office of Children and Family Services (OCFS) shall establish and maintain a fair, impartial and consistent system of resident discipline designed to set standards of appropriate behavior and encourage self control.(b) Consistent with the requirements of this Part, OCFS shall develop written policies and procedures regarding a disciplinary system for secure facilities. These policies and procedures shall be reviewed annually and updated as needed.N.Y. Comp. Codes R. & Regs. Tit. 9 § 7405.1
