(a) All facility youth shall be provided uniform access to comprehensive mental health services.(b) Consistent with the requirements of this Part, a facility shall establish written policies and procedures that govern the uniform access and delivery of comprehensive mental health services. Such policies and procedures shall be reviewed annually and updated as needed.N.Y. Comp. Codes R. & Regs. Tit. 9 § 7311.1
