The president or one or more persons designated and empowered by the corporation to conduct hearings may be presiding officers. Such persons so designated and empowered may be independent contractors or officers or employees of the corporation or governmental hearing officers. Whenever a presiding officer is disqualified or it becomes impractical for such officer to continue the hearing, another presiding officer may be assigned to continue with the case unless it is shown that substantial prejudice to the party will result therefrom.
