(a) Awards shall be made annually in order of merit from a list showing the standings of the candidates on the prescribed qualifying examination.(b) The total number of awards granted shall be determined within the limitations of available funds, as hereinafter provided.(c) A vacant training grant shall be reawarded to the next eligible candidate on the list in order of merit. A reawarded training grant shall entitle the recipient to the unused portion of the benefits still available and must be accepted or declined under the same conditions as those which govern an initial award.N.Y.
