The filing of an appeal shall not in and of itself stay enforcement of any order of the chancellor. If an appellant desires a stay, he shall file an application therefor, setting forth the reasons why a stay should be granted. The appeal board shall have authority by filing an order to stay temporarily, with or without an application therefor, pending a final determination of the appeal (a) the enforcement of the order of the chancellor from which the appeal is taken and/or (b) any action of the community board which is inconsistent with such order.
