Wherever orders, appeal papers, applications or other papers may or are required to be filed by any provision of this Part, they shall be filed with the secretary of the city board. Unless otherwise permitted by this Part or, upon written application, by the appeal board, the parties shall serve and file all memoranda relating to the issues raised by an appeal paper or application with that appeal paper or application.
