Section 63.3 - Regulations
(a) Each permit shall be valid only for the day or dates specified thereon and permits shall not be transferable. A permittee must show his permit to any person requesting to see it. Each daily hunting permit will have as a part of it a colored armband which the permittee must wear on the left arm over the outer garment at all times while hunting and an identification number placard which must be displayed visibly on the dashboard of the permittee's vehicle while parked in the area. Each seasonal permit will have as a part of it a portion to be displayed visibly on the dashboard of the permittee's vehicle while parked in the area. Any permittee losing these items will be charged a $2 fee for an armband, and a $5 fee for an identification number placard.
(b) The department reserves the right to refuse to issue a permit to anyone, or to revoke any permit and to eject the holder forthwith from the area for disorderly conduct, intoxication, or any other behavior which endangers the general safety of persons or the area, failure to comply with regulatory signs posted by the department, or any other violations of this regulation or of the Environmental Conservation Law.
(c) Before leaving the area, a daily permittee shall surrender his permit, armband, and identification number placard at the permit station, and present all fish or game taken. Upon completion, the permittee's license will be returned.
(d) After surrendering a daily permit upon leaving the area, a person may apply for another permit to reenter the area later the same day, but he shall not make such application until he is ready to reenter the area, and such application to reenter shall be treated as a separate application as far as the daily quota of permits is concerned.
(e) Permittees shall comply with any regulatory signs posted by the Department of Environmental Conservation in the area and shall refrain from: littering; building fires; damaging fences or molesting gates; annoying livestock; molesting equipment or other farm property; damaging standing crops or newly planted fields; taking fruit or other farm produce; picking flowers; injuring trees or plants; hunting near, shooting near or otherwise disturbing persons who may be working in the area.
(f) Any permit obtained by fraud or while the permittee is suspended from using the area for violation of the rules shall be void.
(g) Daily hunting hours shall be from sunrise to sunset, except that waterfowl hunting is legal from one-half hour before sunrise to sunset. Small game hunters, except waterfowl hunters, may not be afield until sunrise.
(h) An individual may make or use no more than seven reservation dates during the month of November and no more than six reservation dates during the month of December. In the event the department requires reservations for weekday stocking dates, these quotas will both increase by two.
(i) The area will be closed except to seasonal trappers on Thanksgiving Day, Christmas Day and New Year's Day.
