Section 1160.16 - Car rental-off airport
(a) General system. All off-airport car rental operators under access permit with the NFTA shall have the nonexclusive privilege of using loading/unloading areas which are designated for use by the general driving public for their courtesy vehicles. Such a vehicle may load/unload at the airport only passengers whose transportation by such vehicle arises from a car rental transaction. The off-airport car rental operators may cause a direct line telephone service to be installed between its business establishment, and the airport and pay the appropriate charges, it may indicate the location of said telephone service in the terminal buildings by an appropriate sign or signs.
(b) Rules applicable to off-airport car rental courtesy vehicles.
(1) Vehicle appearance and running condition. All courtesy vehicles shall be kept clean and in first class running condition.
(2) Cruising. Cruising on airport property is prohibited.
(3) Unauthorized parking. Drivers of courtesy and rental vehicles shall not park in areas other than public parking areas.
(4) Solicitation. Off-airport car rental operators, or any driver or employee of such operators, shall not engage in solicitation at the airport or in any way collaborate with or encourage any other person to solicit business at the airport on such operator's behalf.
(5) Delivery/return rental cars. An off-airport car rental operator shall not deliver actual rental cars to the airport or allow customers to return these vehicles to the airport, but shall only utilize courtesy vehicles for the pick-up and drop-off of customers.
(6) Improper conduct. Courtesy vehicle operators, drivers, and employees shall not engage in improper conduct, including, but not limited to, boisterous conversations, profanity or fighting at the airport, nor shall they provide misleading information concerning their own or any other ground transportation service at the airport, or any other service at the airport.
(7) Vehicle requirements. Each vehicle shall at all times meet all requirements imposed by the New York State Departments of Transportation and Motor Vehicles, in addition to all other applicable State, city and other local ordinances.
(8) Nonconcessionaire commercial vehicle identification. Each courtesy vehicle shall be identified by the name of the business that owns or operates it and must display a decal.
(c) Fees and charges. As set forth in the airport tariff as approved by the NFTA Board of Commissioners.
