The Industrial Commissioner finds that the flammability standards set forth in this Part are needed for the protection of the public against the unreasonable risk of the occurrence of fire leading to death, personal injury or significant property damage in the use of wearing apparel, fabrics, related materials and interior furnishings. The Industrial Commissioner therefore finds that good cause exists for making this Part effective April 27, 1973, except as otherwise provided herein, and that such earlier effective date is in the public interest, as provided in section 503 of the General Business Law.
